Working Visit to Greece

Director of Tbilservice Group LLC, Giorgi Papava, together with representatives of the Project Implementation Unit (PIU), visited the island of Crete, where they observed modern waste management infrastructure.

Within the framework of working visit, the delegation toured the integrated waste management facility operated by DEDISA. The facility processes municipal waste through a full-cycle system and uses a collection scheme divided into nine separate waste streams, including recyclable materials, bio-waste, glass, and textiles.

The representatives also inspected the MBT (Mechanical-Biological Treatment) plant managed by ESDAK and operated by Thalis Environmental Services S.A. At this facility, mixed municipal waste undergoes mechanical and biological treatment, while biogas is produced and converted into energy. In addition, the delegation examined environmental monitoring practices and contract management procedures that are important for the development of Tbilisi’s waste management system.

The main objective of the visit was to provide PIU representatives with firsthand insight into the operation of Mechanical-Biological Treatment (MBT) and Materials Recovery Facility (MRF) plants at a scale and technological level comparable to the infrastructure planned for the Didi Lilo area. The visit also aimed to strengthen institutional knowledge in the fields of contract management, operator supervision, and reporting requirements for projects financed by the European Union and international financial institutions (EU/IFI).

The experience gained during the visit will be applied to the effective implementation of Tbilisi’s planned waste processing infrastructure projects and the introduction of modern European standards in waste management.
