Meeting Regarding the Polygon in Didi Lilo
14 September, 2023
Regarding the polygon in Didi Lilo, a meeting was held between the representatives of the Tbilisi Municipality and the local population. Deputy Mayor of Tbilisi Andria Basilaia, Director of Tbilisi Service Group Ltd. Davit Pachulia, Governor of Samgori District Kakha Samkharadze and Majority Deputy of the City Council Revaz Sokhadze attended the meeting with the locals. The representatives of the City Hall and the City Council listened to the problems of the locals and discussed ways to solve them. It was noted that information about the important projects planned in connection with the polygon will be provided to the citizens on a permanent basis. Also, a working meeting was planned for next week. Tbilisi Municipality, with the support of the European Bank for Reconstruction and Development (EBRD), has moved into an active phase in the direction of setting up a gas collection system at the Didi Lilo landfill, which will help the capital to meet its environmental obligations under the EU Association Agreement signed in 2014. The project includes the final covering of waste disposal cells and the utilization (use) of gas (methane) collected from already operating or closed cells. The bank hired the international consulting and engineering company Enviroplan S.A., whose consultants will finish work on the project in December of this year. Based on the project, a tender will be announced for the gas collection system and utilization, in compliance with international rules and conditions. After the end of the tender, the implementation of the project will begin.

Also, the construction of the following buildings and structures is important: materials recovery facility, mechanical-biological treatment facility, large waste disposal sites. Currently, with the help of the EBRD and the international consulting group ICP, a project feasibility study is underway to build a material recovery facility (MRF) and a mechanical biological treatment plant (MBT) according to international standards. The mentioned project will be the basis for the start of separate placement, collection and recycling of waste, which will significantly increase the viability of the landfill, stabilize the waste to be placed on the cell and reuse recycled material. The municipal waste landfill in Didi Lilo operates in accordance with the permit issued in 2010. The landfill consists of three cells, two of which are completely filled and covered. Currently, the third cell is functioning, where the disposal of waste is carried out in accordance with the issued permit. Waste is compacted and covered daily. Since the cells have their own capacity, it is planned to arrange a fourth cell, for which a project has been prepared in accordance with the legal requirements. Within the framework of the permit issued in 2010, the arrangement of four cells was considered.
