Statement of "Tbilservice Group" regarding the conclusion of the audit service

We would like to respond to the incorrect information spread by specific media outlets regarding the facts stated in the report of the State Audit Service, which concerns the 2020-2021 activities of "Tbilservice Group" LLC.

"Tbilservice Group" employees work in 24-hourly mode throughout the year. We are talking about both the cleaning department and the employees of drainage, outdoor lighting, road marking, polygons and other services, for which the company fully deservedly pays them overtime pay. Our employees have a particularly difficult regime in winter, during the snowy season. It is worth noting the annexed territories of Tbilisi, where they have to work non-stop 24/7 at such a time.

Also, in the period covered by the audit report (2020-2021 years), a large part of the special equipment of the "Tbilservice Group" was amortized and malfunctioning, new equipment had not yet been introduced, however, the cleaning of the capital and the works provided by other services continued. Accordingly, it became necessary to repair the existing equipment. Otherwise, it would be more difficult to perform the necessary work with special equipment. Repair costs of special vehicles were allocated only for urgent needs.

Regarding the purchase of vehicles, in general, when the cost of repair and maintenance of depreciated or defective vehicles exceeds the book value, it is necessary to replace them with new ones. Purchase of vehicles and special equipment is done only based on the need.

"Tbilservice Group" purchases the necessary procurement object/service in full compliance with the law on state procurement. Among them, the purchase of outdoor lighting poles and LED lamps in 2020 was carried out in full compliance with the law. After in 2019, in two electronic tenders, "Montage Georgia" LLC and also other bidding companies were justly disqualified due to inconsistency of technical documentation, the market research was carried again. As you know, against the backdrop of the pandemic, the cost of all types of products and services has increased. Accordingly, the purchase amount of outdoor lighting poles and LED lamps has also increased. After the twice failed tender in 2019, in order not to delay the completion of a specific project, in 2020, in full compliance with the law and on the basis of the relevant permit, a direct purchase agreement was signed with "Montage Georgia" LLC.

Tbilservice Group's response notes and relevant documentation, totaling 600 pages, were sent to the Audit Service in writing on April 21, 2023.
